Forced sterilization was actually quite common here in the United States until the 1970s. The cases about which I personally know involved the mentally retarded who were promiscuous.
Most such sterilizations that I personally am aware of took place quietly with parental consent and a certifying doctor.
I'm sure that many forced sterilizations happened a different way -- and for different reasons.
Now, I'm not condoning forced sterilization as it smacks of A Brave New World and other dystopian novels; but I can see some logic to it, particularly if the mentally retarded, already wards of the state or one day to become wards of the state, were sterilized.
BTW, 7600 does seem to be a very high number. Of course, NC is noted for instances of inbreeding -- as are other areas of Appalachia.

Just do a study on eugenics if you want the root cause and players in mass sterilizations.
